Background:
Strengthening procedural consistency and institutional accountability remains a priority under Albanias Inter-Sectoral Anti-Corruption Strategy - (ISAC) and EU accession commitments under Cluster 1 Fundamentals. While the General Directorate of Anti-Corruption (GDAC) within the Minister of State for Public Administration and Anti-Corruption (MAPA) plays a central role in conducting administrative investigations and monitoring the implementation of anti-corruption recommendations, operational procedures and reporting practices require further standardisation to ensure due-process compliance, consistency and traceability across public institutions.
